Almost certainly Constantius II. If you wanted to do some homework, you could likely figure out the mint. The cool thing about these fallen horseman types is that the "barbarian" is almost always depicted as a member of whatever the biggest threat the populace would be familiar with - e.g. in western Europe, the horseman would be Germanic while in Antioch he would be Sassanian. The ε in the field will also help your search.
