1995 D Quarter Smooth Rim Error?

I have a 1995 D quarter with smooth rim and and smooth service on front side of washingting face so I'm pretty sure it has to be a mint error.

To the CCF

Would need pictures to verify but if your coin is the same, then it
cannot be an error as it would be struck in collar which also adds
the reeding to the coin. It is either a Dryer Coin or the reeding has been
intentionally removed.
