I got this 2000 D Virginia State's Quarter today I was wondering what was up with the shave Obverse.. The Reverse is shinny couple of the boats sails are shaved thank you

Perhaps attacked with a metal file, but regardless of the method, those odd parallel lines along the rim are damage.

Ok, it looked odd to me. My first thought was damage, it's weird how the obverse rim is grinded but not the reverse, I thought I'd ask the community.. The obverse looks dull an reverse looked shiny an a couple sails were grinded on the ships, it didn't make sense to me. Thank you for your help!!
