It has all of the ridges around the entire coin.
How could it be deliberately damaged and still have the ridges?

I agree with coinfrog.

Value - 10 cents
Rarity - one of a kind

For this to be an error coin, we need to propose a process at the Philadelphia mint that would produce such a coin.

Maybe someone here knows of such a process. I don't.

On the other hand, it is easy to come up with a process in my garage which produces such a coin: put the coin in a vise and hammer or file some straight edges

The reeding was placed on this coin at the mint. At some point after it left the mint, someone ground down some parts of this coin.
