Hi, Can someone confirm if this 1903 Liberty head has a lamination error? location is at the back of her head. (bottom right on image)

Have you tried soaking it in Acetone? IMO, looks more like something stuck to it.

No, I have not. I don't feel comfortable with that. However, there is nothing stuck on the surface of the coin that I can see at 10x magnification.
