Found this in my amassing pile of 1982 pennies I was saving till I had a scale, and when I had finally gotten my new scale, I had seen this while looking for the known DDR. Thoughts?
Weakness on States: On the 'ONE' it appears to be weakness, but I'm leaning also towards Struck Through Grease. Note the areas near the rim? They get even wider. So I feel it is a combo of grease on these areas that is uneven. The wider and lower that area that is affected, the more grease in those areas. Also looks like some devices are showing Machine Doubling on the tops of the devices such as on UNITED. If it were part of a doubled die, then the devices would be doubled: Just not seeing that on your coin. No enlargement of the devices. Just widened because part of the devices was not fully formed because of the grease blockage.
