Need help with this dime. Looks like mostly copper obverse or is it environmental damage? Thanks!

That's PMD. Whether it's "environmental" damage, I don't know. If it's an organic again from something, it might come off with acetone. And, that's Roosevelt on the obverse, not Eisenhower.

Looks like some sort of staining. If was missing that much clad it would weight less than normal.Weight? John1

Can you post a pic of the edges? If it was missing clad, the edge would show that.

@te007, thanks for updating with the weight and more pics. I agree with @john1 that it looks like surface staining. I have seen other coins with a broad discolored band (on this coin going roughly from 10 to 4 o'clock). In those cases, the coin had been taped onto something and the areas where the tape was stuck were protected from toning. That is my best guess as to what you have here.

Whatever caused it, it wasn't done during the striking of the coin so it just PMD, not an error.

I appreciate everyone's input. I guess I've beaten a dead horse here. I've learned that coins can play tricks on your eyes with different lighting and different angles. Reminds me of playing where's Waldo. Hopefully someone else learned something with me. On to my next coin :)
