Did this planchet leave the mint blank on both sides, or did someone do this outside the mint?

Yep! It's a type II planchet. That means the coin made it through the upsetting mill, but was never struck. You can tell it's a type II by the small raised rim. If were a type 1, also known simply as a blank, it would be flat across the face on both sides.

That is a type 2 planchet.
A type 1 is a blank.

In the OP photo of the blank Planchet on the scale it appears to be copper, and not copper plated zinc. .311g.
I say that not just because of the weight, it just looks dull.

Panther, much obliged to you for your feedback. I've never come across one of these while coin roll hunting. Is there a market for something like this if I were to want to sell it?

The market is determined by who's interested in acquiring them and what they'ere willing to pay. I've seen these sell on ebay from ~$2-10 each over the years.
