Damaged coin. It was squeezed in a vise with two other coins on each side of it. Just a damaged coin.

The Clue? The letters are mirrored because they came off another coin. If it had some off a die, the devices would look normal and raised and not incuse like they show on your coin.

 and wow.  coin is a victim, of being squeezed with another cent, See how the letters are reversed, that can only happen by being pushed into another coin.. Not an error..

As mentioned squeezed between two other coins, but one thing not mentioned is that it was squeezed twice with movement of the outer coins in the sandwich between squeezings. Quote: The Clue? True, but if the letters had come from a brockage or capped die they would also be reversed and incuse. I would agree though that that isn't the case with the OP coin.
