The first few images were non convincing, until you realize that the devices are affected on the one side, altering that area by reducing the devices. The later images show the Machine Doubling a lot easier to see. But I agree, Machine Doubling.

Another clue is the mint mark is also doubled. Mint marks were added by hand to each working die until 1990.
