i would guess the chemicals are applied to only one side, and baked at a low temperature.

Yes John I believe it's done by heating the coin with an open flame . This coin is a classic example .

I was thinking heat was used,just can't figure out how the reverse is not showing any sign of toning or scorching.

Perfect example of using heat to tone copper. A flame was applied directly to the obverse center. I've experimented with this myself so I know what I'm seeing.
