There are some deep hits on the leg. but I would say 65

I think that scrape in the field below the Buffalo will hold this to MS-64.

Matching middle die state obverse and reverse. Soft strike for a 1937 Philly (note the incomplete rachis on the second feather and loss of hair detail on the buffalo's head). Minimal clash marks and die polishing. The dings on the front lower leg and field scrape below the buff's belly hold this one to MS-64. My concern would be whether a TPG would deduct another eye appeal half point due to the strike. I could see MS-63+ on a bad day, MS-64 on an ordinary day.
