That's preposterous! You need to first learn how coins and dies are made.
The features of varieties can only be added or enlarged in the die or negative state, and reduced or eliminated only in the punch or positive state.
"Dipping" is not considered cleaning...

While the C&C site is about the best online Canadian coin resource, it is fraught with errors and omissions. Be wary of a lot of the information you find there. Your "Error I" coin is not an error at all. It is a variety caused by a damaged punch.
If you really do enjoy the early five cent varieties get some Charlton catalogues, especially the 2010 edition which features Victorian five cent varieties.
"Dipping" is not considered cleaning...
