It's a broken post.
Not uncommon on any D mm coin.

Otherwise, my first impression was that it's a P, looking at the oblong shape on the picture of the full quarter.

Looking at the bottom of the mm, it looks like a D, but it doesn't
really matter, is also common on all P mm.

agree about the broken post

Why does the mm sit within a depression on the coin? Such a depression would be made by a raised area on the die. Does hammering in a mm cause the surrounding area of the die to become raised? That doesn't happen on all coins of hand-punched mm era.

Spendable. Looks like this coin has lived a Mick Jagger/Keith Richards life. Let it continue to work until the coin is retired. (Or until no one wants it anymore.)
