Could be from Germany or Austria.

I've not seen this particular (emergency) token before but there are similar ones from Austria, probably World War I.

I saw some Austrian WWI (emergency) tokens for sale recently - priced at $4 to $8 each.

A similar token but with the full first name: Xaver and with a value of 1 Kreuzer is listed in the 2018 Catalog of German language tokens by Menzel as number 45097.1. The place of issue is not given.

The denomination Kreuzer was not used only in Austria but also in the south of Germany (pre 1875).

Thanks for your help. I was thinking it could be Xaver and pretty old since the denomination is so small. Does the book give any more information about the token? I am looking for the country of origin and approximate range of years it is from.

3 Kreuzer is not really a small amount. It is good for a bread or a beer. The latter is likely regarding the issuer. Date of issue is probably 1840 -1870 and the country of origin is one of the South German states like Württemberg or Baden or Austria. Information about date and origin is lacking in the Menzel Catalog.
