Is This Bicentennial Quarter An Error?

Hi everyone, I know this quarter looks damaged, but the weird part is, its the size of a nickel weighs less than a nickel, has the ridge on the edges like a quarter does, has a couple Cuds on the sides that I took a pic of as well. The is blowing my mind. Anyone have any clue on what happened to this. I would love some feed back thanks.

It appears to have been ground down. Not a mint error, PSD.

Maybe someone practicing with a Dremel tool.
No matter how it was done, it certainly wasn't done
during the striking of the coin.
