Looks more like a struck through debris. (Like heavy string or even yarn?) If it is a struck through debris, the weight would be normal. It is is an incomplete planchet, the weight should be under. Or a combination of both and be under weight.

I thought it would weigh less as well, but it does have that higher pitched ring to it and so I weighed it three times to be sure.

tropicalbats you said you weighed it three times, but didn't tell us your findings... so I'm guessing it did weigh what it should, and coop is right, it's struck through debris? Either way, a super neat coin to find!

Not struck through. the obv would be fully struck in that case, not with the weakness seen in those areas. My first guess was damage, but I would think that damage that bad would have caused distortion on the obv, flatting opposite the deepest areas on the reverse, But instead those areas show weakness as if they never struck up completely. So I would have to agree defective planchet pre strike.
