Hard Times tokens were issued in the 1830s because coinage did not circulate well and commerce suffered. Private manufacturers took it upon themselves to create HTTs to supplement the meager supply of US coinage. The tokens contained one cent worth of copper and some had biting political commentary while others were used for the purpose of business advertising. I do not have the reference book for HTTs but I did find a couple roughly matching your description-http://www.shawneecoin.com/library/ht157.html
