Yes sort of a modern day hobo penny, although rather than carving the metal to create the design, it looks like both sides were re-struck. Perhaps someone is using US cents to make pirate party tokens? I'd probably save it for the novelty.

As Gincoin stated, it is someone's attempt at making a Hobo Cent. Just not a very good job. Doesn't really add any value unless you can find someone who collects them.

 to the CCF! With the amount of detail left over from the original strike and the fact that the copper layer hasn't been broken, I think it's a pressed cent, not a hobo cent.
