Is the blue toning or is it an alloy error of some kind? Is it rare or add value at all? Thanks

@C23, while there are some folks who will pay a premium for especially attractive toning, in general I think that in general toning doesn't add to the value of a coin. Silver toning can come in all sorts of colors.

Of course this is a silver dime, so you should keep it for its melt value.

Keep in mint the Silver coins were still in play until 1964. Silver is known to tarnish. So that may have happened on your coin. (There were some silver sets through the years starting in 1992-S, Silver were issued)

You say may, is there an alternative reason that did that to a coin similar to this one. I assumed it was tarnish/toning.

Depending on surroundings, the coins. In a white envelope, they turn dark in color. Albums turn BU coins. The soft flips contaminate coins with PVC damage turning them purple. Keep coins safe in correct holders. Or they will turn on you.
