So I looked at the link you posted can you tell if this would be the die break on the "C" it doesn't really look like it.

These can be found in mint set coins.
Why is this not a S/S/S? When looking at the lower serif area, it looks like an extra punch in that area. But that is not part of the RPM, but it is an issue with a damaged mintmark punch. So it is not considered a third 'S' punching as only two punching are seen on this RPM. (Also if there were a third punching, then the upper area would show three punches)
