My question is this, during the 50's, 60's and 70's were the proof cents struck on a different planchet than a normal business strike?

I'm going to say that they are the same planchets but the ones used for proofs were polished BEFORE they were struck in the way proof coins are struck. The proofs are struck under a higher pressure and the striking is not done at the faster speed that circulating coins are minted.

Also the fields are polished making them very shiny. On some coins now they are reversing the polishing design on proof coins on the Silver eagle proofs from West Point:

Those are pretty neat to look at. I have a 2019 W LSC with the reverse polishing.

So how can they switch it? They use a laser on them:

The reverse the frosted areas, the laser make it happen.
