Picked this from a junk bin in Ottawa for about $4. what would grade it at and what would be a fair price to ask for this? Note: the first photo of the reverse shows the color more accurately and the second shows the details better.

Not quite high enough megapixel photo to make sure, but has this specimen been checked for 18/7 S variety?

Funny you should ask, I actually thought saw an overdate before I even knew there was a known one, after I found that there was one I hopped on to the PCGS site to see what it looked like, unfortunately it's not the famous 8/7. Still can't complain though.
