I for one have never seen anything like this issue. My first thought is it real? But why counterfeit a common 1943 dime? 
As for a premium? I see it as a negative. Perhaps some might see it as "different" but to me, whatever has caused this "scaling" distracts from the natural beauty. I have seen a boatload of Mercury dimes, but never one with this issue. If I had to guess, maybe Die Deterioration?
