Looks like old varnish or glue, something like that.

Right in front of the eagle's chest next to the suns ray line it looks like it has started to peel off

It is part of the collection I inherited. As far as I know my father in law never removed it, he rarely bought loose coins only proofs, uncirculated etc and already Encased Coins

It looks like glue. Try an acetone soak

Best take it out of that flip and try a soak in Acetone.

You see stuff like that from old push-in coin albums.

Definitely soak it in acetone as others have suggested.
No rubbing but maybe a little bit of nudging with a Q-Tip during the soak to help move things along.

with the acetone. Found at Lowes in the paint aisle. A common, inexpensive date so nothing to lose.
