Found a cool 11.15g Bicentennial Half with which I thought was stamped till getting closer, nice little ampersand design that was extruding not indented . Curious on thoughts, thx in advance.

Just to be clear, this ampersand mark sits above the surface of the coin? It doesn't look added to the surface, but that would mean someone added this to the die at the mint (which I have a hard time picturing).

IMHO, almost certain:- damaged die.
Die face damaged by wire indent. The wire needs to be hard enough to cause this. The only type of wire hard enough to plausibly cause this, is a fine piece of spring steel.
Broken spring may cave caused automatic shutdown of the coining press.
