Planchet Flaw, Or Damage? Bouquet Sou (Lc-41A1)

I came across a bouquet sou recently with a strange defect on the reverse that grabbed my attention. As I have not seen anything like this before, I am hoping that someone can shed light on whether this is a flawed planchet or PMD. The inner region appears to be depressed relative to the surrounding coin, but still displays elements of the design leading me to believe that it was struck with the defect.

This bouquet sou is one of the local issues that were minted in Montreal (Br 684, LC-41A1).

this series was riddled with poor quality planchets, would not surprise me if it was a de-lamination, or perhaps a struck-through
