Cool find. Looks like struct thru grease to me as well. Don't think I have found one where both side are affected.

Thank you 11997755! Struck Through Grease is the answer here. Weight is normal and the rims are fully formed.

odd rims for a Greaser, reminds me of how coins look after being placed between two pieces of steel which are then hammered

If the weight is normal, then it's most likely a weak (low-pressure) strike delivered by worn dies. The design rim is quite modestly developed on both faces, the edge seems to retain some of the planchet's original beveled junction between the edge and the proto-rim, and the extent and distribution of weakness is comparable between the two faces. This is all consistent with a weak strike.
