Poorly cut, but since none of the design is actually missing, it's not considered an error.

Just cut off centre. Value $1.00
If that was a valuable bill, that would have depreciated the value.
Most collectors like their bills centred.

There's a fine line between a note being poorly centered and it being considered an error and unfortunately your note is on the ugly side of the line.
