I think what you have is a so-called "Vandalic Period" imitation. I would say the obverse bust is that of an emperor but the diadem is overdone in such a fashion that it looks feminine. The reverse prototype is (retrograde) VOT / XX in wreath.

- and in fact I think I vaguely recall seeing similar overdone diadems on non-imitative coins of 5th century emperors.

The garbled VOT (which looks more vertical than retrograde to me) does make the imitative status of this coin clear though.
