that one has been a very harsh environment, likely under ground or seawater or both
metal detected coins often look like these and are still worth $2 so they're nice to find

It could be I thought of that. But many of its details are showing through that acid would destroy. I etch mineral and gemstone specimen with Muriatic acid often enough to know how the damage would look. And it just seems wrong. It weighs what a 2009 toonie should.
It is unclad on outer ring as well

I found a coin similar to this in Mexico in the Ocean walking on the beach the salt water corroded it

seawater most likely culprit, the micro pin holes in the nickel outer ring are the tell tale signs
