I'm not sure if all of the oregon State Quarters are the same as this (I don't have another to compare it to), but it looks like some kind of doubling. This is the top of the tree to the immediate right of the 5 in the date.

Honestly the pictures aren't all that great and they are a bit too close to tell much, but from what I see it looks more like minor Machine Doubling than a doubled die.
