I think there's nothing wrong with the rim, but if you look carefully, there's a dark area around Lincoln and the surrounding area is mostly raised and wavy, or hilly, rather. The reverse has some broad strike effect, or something like that and the corners of the Memorial seems to be sank into the surrounding area. Maybe just PMD, but maybe some kind of mint error.
