probably RPM, but could be Machine Doubling, can't tell without seeing the rest of the coin

The mintmark is normal in size. When you look at RPMs on the nickels the mintmark area is enlarged by a RPM and shows a spread between the punching. This one looks reduced like what we would see on Machine Doubling.
