Anyone know what the likely cause is for this grainy finish on both sides of the coin?

Very early stages of a Dryer Coin, on the obverse? The reverse may have been Struck Through a small layer of grease.

Looks like a Struck Through Grease with grit in the mix. Note the devices in that area are wider and show the affects of grit on them.
