A larger pic would help, but from what I can make out, it's a circulated 4-digit repeater. Some premium, but not a lot, I'm guessing.

As Mr.Frog mentioned, it's a repeater but pretty beat up. I would keep it if I received it in circulation but would not pay anything above face to own it.
