What are these lines/markings above Liberty on this 99LMC?

Not sure if that's a die chip on the right side of column 9 on the Reverse.?

Mostly interested in what this is above "Liberty" and on the other side of Lincoln.

chuckster, clash marks from the columns on the reverse. The clash mark by column 9 is from Lincolns beard from the obverse.

I like these clashes...they hint at the mechanical process whereby Lincolns are coined.

Any kind of small extra value besides face value of .01 cent for this , since there are clashes on both sides of the coin?

Not unless they are blatantly obvious to a non-collector, and then the value would be a couple of dollars. Those with full features including parts of lettering, etc. can make it up to $20-$30, but they are very numbered and very scarce.
