That year had the broken punch issue on the SW edge of the mintmark. Thus what looks like a split serif. But these are common. Then center of the mintmark is showing a broken post on the die. When the post breaks off the die, it leave a void. The void is filled in with metal leaving the area that could be an open spot on the coin, is now filled because of the die failure of the post broken off. Sometimes the post brakes off below the field level. The the center of the mintmark that should be a void, is not showing metal above the device.

Thus it appears above the devices. These are caused by the missing post. It can break off in stages, or all at once:
