I'm a bit puzzled by the obverse of the coin (the reverse by comparison has a beautiful cartwheel). The obverse has a filmy-like surface, and cartwheel only visible in a few spots along the lettering. Is this evidence of the coin having been cleaned? Any help is much appreciated!

It looks like it was cleaned/dipped a long time ago (hence the few toned spots in the lettering) and has since retoned, but I dont see any hairlines indicating that it was polished

The third pic looks like die polishing lines that happened at the mint?

I would agree, perhaps a cleaning in the past, but that warrants the question- why clean an obvious mint-state coin? "ugly" toning?

It's been dipped not cleaned.
Dipping will remove ugly toning, but at a cost, some degree of lustre is lost along with the tarnish.
"Dipping" is not considered cleaning...

Thanks for the explanation! So in a nutshell, someone dipped the coin with the intention of making it more appealing (at least what they thought would be more appealing) and in the process damaged an otherwise uncirculated coin. Sounds like this person didn't know what they were doing, or they weren't very good at it...
