I've had this quarter set aside for about a year now, and I just can't tell if it's an error or a parking lot coin. There's no visible raised material around the incuse area, and no evidence of a dent on the back, but it also does look like it's the right shape to just be a pebble that got ground in.

I agree no obvious signs of it being anything but being struck-though. I think it is 2x2 worthy.

And the obverse die looks like the mint took some corrective action on it.
The 2 to 8 lines scream "die polishing" to me.
Probably correcting a die clash.
