Colleen,

I lean towards machine also, but if so, I would expect a little on the mm also,
and it is a little dark in the photo so I can't tell. It would seem that there should be a little on the lower right curve of the "D" and I don't see any. Notice that the effect decreases as you go around the rim from the "2" to the last "0". just curious about the "D".

It's Die Deterioration Doubling. Nothing unusual as it appears on five cent coins quite often.

Bill, if it is DDD, why doesn't the MM sjhow it as well? The MM is part of the die. I lean towards MD.

The die deteriation doubling affects the devices that face the rim or in that direction. The mint mark may show it, but just not clear on the image.
