Coins surface seems to have been affected by some sort of acid, as far as the toning.. who knows (not me). If it was mine, I would spend it and forget it. Lets see what others say...

I'm guessing there's been some acid damage here.

with both Frog & Greasy above. Some sort of strong acid damage, PMD for sure.
