I found this circulated 1976 Kennedy half dollar.

It looks like a minor Grease Filled Die.

This may actually be a common varity as I also found two withiut clock hands.

I would suspect die polishing over Grease Fill. The clock face is a very shallow area of the design and so very nearly at the same level as the field. All the area around the clock face is much more deeply cut into the die, It seems unlikely to me that grease would be on the high pints of the die and not the low points. On the other hand it wouldn't take too much polishing to bring the clock face to the same level as the field and polish away the hands.
