I don't own this coin and have no interest in buying it. I was poking around ebay this morning and saw this listed, the auction is still going on. The reason I'm posting is to further my grading skills by asking you all if my assessment is correct.

On the obverse I see obvious signs of fairly harsh cleaning. Also on the obverse I believe the yellow discoloring is PVC residue, and the over dull gray coloring obverse and reverse suggest strong over dipping. That's strike 3.

How did I do?

Agree with harshly cleaned, which makes the question of dipping moot. Also, PVC residue is usually more green than yellow, but that definitely is some kind of chemical residue.

I agree on the cleaning. The residue looks more like a glue than PVC, but PVC can be different colors than green, so you could be correct. The reverse is not showing a dipping. A dip in a chemical like eZest strips a fine layer of the the metal off the coin if silver is over dipped it looks more like a bleached white with the toning and luster removed.

HawaiiGuy,

Here is a photo of a 64 silver Kennedy that I messed with. Tell me what I did and what happened?

I'm thinking a light cleaning, either an MS-70 coin cleaner or like a dish soap soak and then a gentle cleaning with a soft brush (not even a soft tooth brush, but like an artist paint brush or ladies make up brush, to work the soap into the devices, then a rinse in water and pat dry/air dry, and then expertly dipped in eZest or a similar dip.

Well that's my guess and I'm stickin to it.

The coin was dipped in eZest, but not over dipped. Look at the black toning lines going through the hair and the black toning lines between the T and Y. These black toning lines are terminal black that will eat into the top surface of the coin. The after photo shows the coin's top surface damaged from the black terminal toning in the hair and between the T and Y.

Well I had the eZest part right. The pictures wouldn't enlarge for me when I clicked on them so couldn't be sure if there was surface grime and dirt that would need a washing/cleaning prior to eZest, or if was all just aging and bad toning.
