Hello my dad left me his collection and found this 1943 penny that looks either copper with toning...or copper mixed with steel...or rust...let me know thank you.

That's just rust. It always starts at the edge because the sheets were zinc coated before the blanks were punched out.

It's a 1943-D steel cent with rust,environmental damage.

It's a zinc platted steel cent. It's common for the zinc to wear off leaving the steel core to do what steel does, rust like crazy!
