I have a 1969 quarter and it has a circle going around the head. The line even goes through the head. Is this an error? Any information at all please

To CCF! You don't have an error. It's just damage from a Coin Wrapping Machine. PSD. Worth face value.

@bobbiejoe234, first welcome to CCF. Second, yes that is a good question. We see coins with deep arc-like scratches from that pretty often. As noted by @e&v, we typically attribute them to coin-rolling machines.
