Looks a lot like it may have been struck through foil.

Jim0815, what about a lam with struck through foil? No expertise here, but that debris in the C made me think about that too. By the way, the weight is 3.07 grams on my quality Walmart scale!

Not a Lamination. It's a struck through debris error.

Thank you, Errers and Varietys! I'm not an expert, so just asking, is it possible that this coin has been struck twice, first peeling off a layer then stuck it where it is right now?

I'm in the Coinfrog camp (lam) the lamination border (line) continues out the top of the I and into the rim...that's what I'm seeing
