So weird. still not the best at identifying types, errors, PMD, or at that even fakes. To me this feels faked, yet I realize that there are hundreds of different mint errors. Too many for even the most seasoned collectors to nail down each one precisely. I've just never seen anything quite like it. Really appreciate your feedback fellas! Thanks

Glue maybe? Thought this was going to be a prisoner cent but that looks like something on the surface of the coin.

First,

This is post-mint damage.

From the photos, it looks like your coin has glue on the surface. It appears that another coin contacted the glue, leaving an image of the Memorial in the glue that was on the obverse.

You could soak the coin in Acetone (outdoors and in a well-ventilated area, for safety) to remove the glue. This should also remove the image of the Memorial from the obverse.

Neither, just some glue on his face with the imprint of the back of another coin that used to be stuck to it.
