1921 P Morgan VAM 27A (Infrequent Reeding) Question.

Hey all. Got this really cheap on trade and yesterday noticed it is 27a. There is doubling/ tripling on most if not all devices on the obverse. Mostly the lower stars and upper hair. It's hard to see the tripling in the hair because of pic quality. Is this common for this coin? Thanks.
