I can't tell whether those arc-shaped lines among the palm trees are scratches or something else.

I think? the arc shaped lines may be scratches on the blank or the planchet, before it was struck into a coin. They seem to be hidden behind the palm fronds and not appear over the top of them, as would happen with post mint damage.
A couple of small hits on the trunks of the palm trees in the distance. No wear evident on the high points of the design of the fronds. Reverse seems to be completely undisturbed in these pictures, but sharper focus needed to assess accurately for the higher grades. Much easier to examine with the coin in hand, with a 10X loupe.
I will go for MS-64, but could be a grade either way.

The vintage of this coin suggests that it may have been brought to the U.S. by a Serviceman, who had at least a passing interest in coin collecting. I have three square pure nickel 500 Fils coins probably sourced in the same way. My coins came from Joel Anderson (U.S. coin dealer)

They are ON the coin right enough, but the scratches do not affect the trunks of the trees or the palm fronds. If the scratches were post mint, the trunks and fronds would be affected as well. Therefore, the scratches must have happened at blank or planchet stage, before the coin was struck.
Thanks for the pictures of good enough quality to be able to examine on screen properly.

Are my eyes deceiving me or is that wear on the furrows and palm fronds.
If so - VF35 as its quite heavy If not MS63 or lower, the scratches are distracting and detract from the fields immensely.

I agree with sel_691, the issues are with the planchet before striking. However, I really do not think the coin is MS-67 quality, MS-66 maybe but for sure at least MS-65.
